Did anyone notice how in the one episode where everyone dresses up (season 2 episode 4), that Rarity isn't there?

I shall answer your questions:
When Luna transformed back into a pony, she was small compared to Celestia, who is giant compared to everypony else. Which is why she looked like a mini-pony.
The toy making companies give each toy one of the six hairstyles of the six main ponies, so you have a 1/6 chance of getting the right hair style. We just happened to get two ponies that had randomly obtained the other's hair.
And, as rumors go, Rarity was in the Nightmare Night episode, but she had the best costume of all: invisible. (In all seriousness, Rarity was supposed to be in the episode with a scene similar to Fluttershy's, but the episode was running to long, and the scene wasn't crucial and didn't add to the story all that much, so they took it out.)
